Lowest Radiation Leveled-Place in Japan?

Where in Japan has the lowest radiation levels-both naturally and from Fukushima? Planning a trip and wold prefer to not take Iodine.

So the lowest radiation level place in Japan is in Okinawa. But you can't just visit Okinawa because you have to land on one of international airports in Tokyo, Osaka, Nagoya.

Radiation is at harmless level except for areas around Fukushima Plant.
