Media report of "handcuffed suspects" has not changed for the past few decades or more.
Japanese media is a slave of law enforcement agencies. Police would not let the media take pictures of suspects unless they (media) obey the police "instructions" which is not written, but non-verbally understood. Otherwise Japanese TV stations and newspapers would be expelled from "the press club" which is under the control of law enforcement authorities.

The whole nation of Japan know this. If you can understand Japanese, you can tell that all the major TV stations in Japan read exactly the same paper when they report police activities in their evening news of the day. The media can shoot their own pictures; however, the areas for their camera crew is limited by police. As a result, all the pictures look the same more or less, regardless of TV stations and newspapers.
