Could you graduate high school ,again?

I live in mongolia and this year I'm going to be 17 when i graduate high school,
Now the thing is I still don't know what to do with my life, so i figured i can study abroad, get to know myself better and most of all have some more teenage fun before college, the place i have in mind is japan, so as i asked, will japanese high schools or japanese language schools take a 17 year old? and do you get to choose your own classes like in america? and most of all how are the people in japan? what are their attitudes like? and learning japanese is no problem
