Why japanese dosen have their own army?

are they too short to handle some guns??

Answer:

They do have a limited military. They had a few troops in Iraq.
Their military is very limited because of an agreement with the US signed at the end of WWII.
"Too short " ? They weren't too short in WWII. If Japan had been the size of the US, you'd be speaking Japanese right now.
