Question:

I'm currently am 15 and reside in the UK. I originally wanted to visit Japan on an exchange program after I left school when I will be 16. This is only a suggestion, but if met a Japanese friend who was on holiday here in the UK (probably an exchange program), and we became close friends, would it be legal if I moved to Japan with them? (providing they are over 18, anyway)
