Like an Otakus where you dress up or represent your favorite anime, manga ECT...
Well I wanna do it for Naruto...But not in Japan

Slight terminology correction required. An Otaku is a person who is a hardcore anime fan, its not a place. What your thinking about is called a convention.
But no, anime conventions are not only in Japan. There are alot of them that happen all over the world at various times throughout the year. There are a great many that take place in the USA, 3 of which occur in Ohio. See the link below for dates and locations:
