Prank. Did you see the web address at the bottom--the logo of a website called fuckedgaijin.com.

It is a humorous site and parodizes the role of gaikokujin in Japan, otaku Japanese fantasies, and gaikokujin who think moving to Japan will make them super-cool.
It's not uncommon for people to find one of the millions of photos online of gaikokujin senseis at school functions, surrounded by teenage girls, and take it from the school site or blog and put it out of context to imply that the teacher is really hitting on the girls.

So here we have a gaikokujin who looks like a cool guy, and he is flanked on both sides by teenage high school students, so the creator makes a back story: He is 35 and pays high school girls for sex. That encounter apparently happens so frequently in Japan there is a name for it in Japanese, which is what the kanji says.

Lemme ask you: If a 35 year old English teacher was paying his teenage students to have sex with him, do you think he wants "publicity?"
