What were the precautions taken by the state of CA for that big earthquake, what, back in the late 80's?
Japan has a set of building codes that go a long way toward protecting buildings. And they have concrete breakwaters along portions of the coast. One village was basically undamaged because the mayor from a long time ago insisted on this huge breakwater. But there is a limit over how much concrete you can pour along the coast of an island nation.
That being said, I think it was pretty stupid to build a nuclear facility that close to the sea and then think a large sand dune would suffice so far as protection.
