Answer:
This is not the place to ask your question. What are you going to do if you DON'T have a passport and actually need one, say something like, "Well, they told me on Yahoo!Answers that I didn't need one!" and then everything will be cool?
How about this? Try someone who really knows the answer to that question. Like a superior on your base who can at least point you to the proper person to ask.
