Can a 22 date a 16 in Japan ?

Just curious, i heard alot of stuff about the age consent in japan. O.o its really messed up, but then again japanese people tend to be alot more mature earlier than Americans and they have a low birthrate. I heard it was 16 then 13 then that there was no age content.

When you date, does it automatically lead to sex? If yes, then how awesome.
