Japanese phone to UK?

Would I be able to use a Japanese phone in the UK? Would I be able to call etc. Would I be able to use the phone for just the camera etc and not communication?

Answer:

If you are talking about cell phones, usually you can't because most Japanese cell phones are SIM-locked.
