Can i get re-entry permit in shin-yurigaoka office?

Question:

i am foreigner living and registered in tokyo. the line for the re-entry permit in shinagawa is abysmal. can i get a re-entry permit in shin-yurigaoka even though i am not a resident of kanagawa?

Answer:

You used to be able to get a single use re-entry permit at the airport. Why not see if you can still do that?
I am baffled as to why so many long term gaijin in Japan don't have a multiple re-entry permit anyway, you just renew it with your visa at the immigration office.
