Slowly but surely. The reality is, it'll be years before everything in that area gets back to life. I have a friend in Miyagi-ken who was about 7km from the wave, though, and he's been back at his school, teaching, since just a couple months after the tidal wave. It doesn't help that recently the Japanese government has siphoned off a lot of the money meant for disaster relief into their fund to protect the whale hunters (a practice which only helps a handful of coastal towns)
